The DfE's new attendance codes include a Q code explained as "The Q code is for being Unable to attend school because of lack of access arrangements". Is this applicable to students who have an EHCP however the Local Authority have failed to find suitable provision and have named a mainstream school because somewhere needs to be named?

I am not sure anyone else but the DfE can answer this- I have not also yet seen a mianstream school put down' because somewhere needs to be named' This section in my experience has usually been left blank if there is not a suitable provision. however i could be wrong :)
This is a fair question and needs to be answered. Many school refusers are children with SEND whose needs have not been appropriately met. Therefore lack of access arrangements should in theory be applicable. As the previous contributer said, it may be something that should be taken up with the DfE.
