Wonderful reflection and analysis of the SEND reform. I agree with many of the points you’ve raised, particularly the idea that “the focus should be on ensuring that children can access the most suitable provision for them.” This really resonates with me, especially when contrasted with the tendency to generalise that mainstream education is always the right setting for all, under the premise of strengthening first-quality teaching.
While there is still much work to be done, I remain hopeful that meaningful progress and positive change will develop over time.
